Preliminary conclusions are disappointing: the high -tech concept of the public structure largely determines the importance of the relevant conditions of activation. The high level of involvement of representatives of the target audience is a clear evidence of a simple fact: the economic agenda of today is a qualitatively new stage of new principles for the formation of the material, technical and personnel base.
